If you don't have your own IIP site don't delay creation. Just edit ~/.i2p/eepsite/docroot/index.html (for Linux). For Windows edit C:\Users\{User}\AppData\I2P\eepsite\docroot\index.html , for Mac edit /Users/{user}/Library/Application Support/i2p/index.html .
