I2P is not peer reviewed in full, as for we cannot tell "it is safe". We just do not know it. Having defaults set this low severely impacts user experience as the probability a slow node is used in a tunnel is large. I know it is relatively easy to change the default bandwidth contribution (plus an inbuilt speedtester) but as any of you who have experience designing user interfaces know that users almost ALWAYS choose defaults, no matter what they are told.
