For lack of better term, I'm going to define 1 "unit of load" == 1 packet that has to travel 1 hop for 1 unit of time. The "waste" packet is 1 or 2 units of load, so let's say 1.5 UoLs. In current form when RED kicks in every 1 unit of time we have 1.5 UoL for the waste packet + 1 retransmit packet that needs to travel 7 hops = 8.5 UoL.
