Instead of a random, assume some average message size (either fixed, or some sliding or recent average). Call it AMS. Use a float instead of an int for the window (or an integer times 100, whatever). Rather than increase the window by 1 if random() says to, take the received message size (RMS) and for that packet, increase the window by the float RMS/AWS Put a cap on the increase, maybe max 2.
