People don't invest into making said interesting content because no one is around to engage with it. There are a number of sites that just mirror onion sites or clear net sites. Which I guess is one way of bootstrapping the web. One thing I2P has going for it is BitTorrent. No need to find/pay for a good VPN to download those 4k Linux ISOs.
