In a testnet, use any tunnel types you want, and ECIES-only on both sides is the most straightforward. Start the tunnels and you should be able to make connections as usual. That's it! People don't invest into making said interesting content because no one is around to engage with it. There are a number of sites that just mirror onion sites or clear net sites. Which I guess is one way of bootstrapping the web. One thing I2P has going for it is BitTorrent. No need to find/pay for a good VPN to download those 4k Linux ISOs.
