In fact, a public computer in a library, does not even have to have, and I recommend they shouldn't have, any harddrive attached to it whatsoever. A hard drive is simply unnecessary on such a system. If a public computer boots into a live envrionment, this live environment can and should have lots and lots of useful applications installed for the user to do their computing on a public computer.
