Routing I2P uses Garlic Routing, a Tunnel is unidirectional and spans 6 hops. Tor uses Onion Routing, a Circuit is bidirectional and spans 3 hops. Focus I2P focuses on it's own Darknet, optionally outproxies can be configured for clearnet access, which i personally do not recommend.
