Not a lot of elaboration, but he says he'd base it on his UDP tunnels design (thread here ). In other words, protocol-aware, putting one or more bittorrent messages into I2P datagrams. This is very different than standard uTP, which provides in-order reliable delivery over UDP, i.e. a streaming replacement.
