Even though I2P has incredible metadata spoofing tools (bundling, padding, delays, etc etc), there has to be some kind of entrance into the network, a door from the outside in. in our case, its when we bootstrap. We fetch the mirrors that contains the netDb, which launches us into the bootstrapping protocol and we obtain the netDb from the DHT.
