Alas, using decimals for file sizes is IMHO difficult, because if a file is 5,000 MiB on my harddisk, I don't want this file to show up in a P2P application as "5,243 MB" because it is a network application - this is simply confusing. And when IEC is only for disk and ramdisk, what about NFS or dropbox usecases? IEC or SI? You see where I am coming from. I'd vote for using IEC for all storage platforms and applications. And IEC or SI for data rates.
